Colonel John Robert "J.R.” Dallas Jr. is a decorated combat veteran, visionary leader, and devoted servant to both his nation and his community. Over a distinguished 28-year military career, he shaped the future of air combat operations while exemplifying courage, integrity, and service. Born on October 15, 1956, in Little Rock, Arkansas, Colonel Dallas graduated from Little Rock Catholic High School and earned an appointment to the United States Air Force Academy, where he received his Bachelor of Science in Civil Engineering and his commission in 1979. Completing pilot training at Williams Air Force Base, Arizona, he remained as a T-38 Instructor and Flight Examiner before transitioning to the F-4 Phantom and later the F-16 Fighting Falcon. His operational assignments took him around the world—from West Germany during the Cold War to deployments over Bosnia in Operation Joint Endeavor. Following 9/11, he led the 188th Fighter Wing’s response for Operation Noble Eagle, safeguarding America’s skies. In 2005, during Operation Iraqi Freedom, Colonel Dallas deployed to Balad Air Base, Iraq, as Vice Wing Commander of the 332nd Air Expeditionary Wing. There, he flew more than 25 combat sorties and was awarded the Bronze Star and Air Medal for his leadership under fire. His innovative tactics strengthened base defense and introduced advanced targeting systems that transformed modern air operations. After transitioning to the Arkansas Air National Guard in 1989, Colonel Dallas rose through the ranks to command the 188th Fighter Wing, serving as its public face and ambassador to the community. He forged strong partnerships with civic leaders, educators, and veterans, earning the Spirit of the Frontier award from Fort Smith Mayor Ray Baker for his lasting impact. Colonel Dallas’s military education includes the Air Command and Staff College, Marine Corps Command and Staff College, and Air War College. His numerous decorations—among them the Legion of Merit, Bronze Star, and Arkansas Distinguished Service Medal—reflect a lifetime of excellence and valor.
