Lieutenant Colonel Robert Winston Fulmer from Fort Smith
served with the US Army in Vietnam. Lieutenant Colonel Fulmer's awards include
the Air Medal and the Army Commendation Medal. He is currently the president of
the William O. Darby MOAA chapter, where he has received the Distinguished
Patriotic Achievement Award and the MOAA Leadership Award.
During Lieutenant Colonel Fulmer's tour of duty in Vietnam,
he actively participated in more than 25 aerial missions over hostile territory
in support of operations against communist aggression. Throughout these
missions, he displayed exceptional air discipline and determination to
accomplish his mission despite the hazards inherent in repeated aerial flights
over hostile territories, demonstrating a high degree of professionalism and
devotion to duty.
Upon retiring from the United States Army in 1984, he
completed the requirements for the Arkansas State real estate license and the
Arkansas State insurance license. Lieutenant Colonel Fulmer managed a shopping
mall in Fort Smith from 1984 to 1989, and later became a life and health agent
for New York Life Insurance. After 16 years with New York Life, he transitioned
to an independent insurance agent, a role he continues to hold.
He holds memberships in the local American Legion chapter,
the Darby chapter of the Military Officers Association of America, the Veterans
of Foreign Wars, and the Western Arkansas Veterans Coalition. His primary focus
is on the Darby chapter of MOAA, where he has served as president for three
terms. Lieutenant Colonel Fulmer has received the MOAA National Leadership
Award and the Darby MOAA chapter Distinguished Patriotic Achievement Award.
He also participates in the Flag Etiquette Committee of the
Darby chapter of MOAA, which offers a 45-minute program to every fifth-grade
student in a two-county area each year. Lieutenant Colonel Fulmer personally
presents this program to approximately 2,500 students annually.
